Springboks and Stormers flyhalf Libbok was taken to hospital with concussion after being knocked out by lock Youyoutte in the 72nd minute of the 24-14 win for the French club at Gqeberha.
Youyoutte could see his sanction reduced by one week if the 25-year-old participates in the World Rugby coaching intervention programme, the EPCR said.
Libbok, 27, will miss the South African team's second-round game at Harlequins this weekend as a result of concussion protocols.
Youyoutte will miss Toulon's next Champions Cup game against Glasgow Warriors and the following three Top 14 clashes against Pau, Bordeaux-Begles and Racing 92.
